The entry of certain live animals (e.g. birds) in Portugal needs a Cites Permit. Contact the Instituto de Conservação da Natureza e das Florestas the ICNF.
These rules do not apply to Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland and Vatican. The animals coming from those countries follow EU rules.
Pet animals with stopover at Portuguese airports
In the case of non-commercial pets from countries outside the European Union (EU), which are destined to another EU Member State with a stopover at Portuguese airports, from a veterinary point of view these animals are checked where they will also be checked by Customs services, that is, where they are considered to enter the EU. In turn, the time spent on this “transhipment” may require that this check can only be carried out at destination. We therefore advise you to consult the airline chosen or the respective airport authorities, as we do not hold any useful information in this context.
